Perhaps the answer is to cut away the front page content and replace it with a really good search engine. I knocked up a quick example of what it could look like.

Put a news link on the front page so people who want to know what’s going on can find the RSS feeds. Put a contact button on the front page because you probably have to and put one other link on the front page to link to things like the job ads page.

Other than that, just have a big friendly search box with a really search engine behind it. I have no expertise in web site design but I look at a lot of web sites and have rarely found a better design than just using a really good search engine.

The site is not going to get any smaller anytime soon.

organising articles and other content across multiple levels.

However to be perfectly honest it’s the kind of project that needs the
work of design and useability experts – seeking feedback from the
small community that might read this blog may help you, but it won’t
help people like my business partner who spent 30 minutes the other
day looking for a list of accredited registrars

the design is a bit old fashioned, so that could be a good idea to hire a professionnal to do a new template. Note that would be an occasion to rethink what should be put for each main page(news, topics, meeting, document…), i m sure you can put much more information in a more granulary way than it’s today.

For each ressources (menu at the top), you can do a needs analyses, and then update step by step the overall design.
