With reference to your concern about the IDN ccTLDs, it is stated that this limitation of two characters had been removed by ICANN.
It was I who strongly suggested  along with examples that in different languages two character abbreviation can not sever the purpose. And after solid justification M/s ICANN has accepted my recommendations and modified this 2-letter limitation onward only for IDN ccTLDs.
