				<content:encoded><![CDATA[<p>On 24-25 January 2013, ICANN and its gTLD registration services providers will meet in Amsterdam for the Europe Regional Registry/Registrar meeting.</p>
<p>These regional meetings are a chance for ICANN staff and representatives from gTLD registries and ICANN-accredited registrars to meet informally to discuss topics important to our industry and business relationships. They happen regularly in different locations (regions) around the world. Previous meetings, for example, took place in Shanghai, Prague, New Orleans, and Rome.</p>
<p>Although the meeting is tailored to regional ICANN-accredited registrars and gTLD registries, other registrars and registries located around the globe that may have a regional or business interest also attend.</p>
<p>At this regional meeting staff is planning to introduce a new feature dedicated to newcomers to the ICANN process on the morning of the first day.<br />

<p>The agenda is not final yet, however some of the anticipated agenda items are:</p>
<ul>
<li>Registrar/Registry Onboarding with new gTLDs</li>
<li>RAA Amendments</li>
<li>Developments in Contractual Compliance</li>
<li>Policy updates</li>
<li>ICANN restructuring update</li>
<li>Internet Security Developments
</li>
<p></UL></p>
<p>The joint registrar and registry regional meeting model was introduced in 2006 as an educational opportunity for ICANN and its contracted parties to share information about registry and registrar operations within the domain name industry.  The model has evolved over time based on feedback received and changes in the domain registration environment. The meetings largely focused on the policies and procedures registration service providers are obligated to implement and enforce as a result of either their contract with ICANN or with one another.</p>
<p>These regional meetings are distinguished from the regular international ICANN meetings in that they are not structured, for example, to influence policy development. If you are interested in the policy development and a broader interaction with ICANN stakeholders, please join the upcoming ICANN Meetings in person or through remote participation.  The next international ICANN Meeting is scheduled for Beijing in April 2013.</p>
<p>All presentation materials will be published on the ICANN website after the meeting.</p>
<p>The space to attend this meeting is limited and interested registrars and registries are asked to pre-register. Other parties who may be interested in becoming an ICANN-accredited registrar or gTLD registry and wish to attend as observers should contact <a href="mailto:regionalevents@icann.org">regionalevents@icann.org</a> for further details.</p>

<p>LACNIC &ndash;the Regional Internet Registry for Latin America and the Caribbean- celebrates its first ten years of service, featuring its solidity and honoring regional Internet pioneers.</p>
<p>The success of the Internet is always said to result from the aggregate efforts of all those on the network periphery who develop and use information on interconnected networks. No doubt, this is a genuine virtue of this great net. However, there is a crucial technical coordination effort underlying all this and making it happen. This work is, unfortunately, seldom recognized.</p>
<p>Recent celebrations at LACNIC on the occasion of their tenth anniversary serve as a reminder that, without the effort &ndash; which is sometimes even heroic &ndash; of these people and organizations, the Internet as we know it today would have never been possible. <p>Specifically, within the context of Latin America and the Caribbean, those who built &ndash; and continue to build &ndash; the Internet registry for the region were recognized during LACNIC&#8217;s 18th Meeting. Also, this was the second time that a group of distinguished members of the Latin America and the Caribbean community achieved recognition for the making their mark on the development of the Internet.</p>
<p>A stately building of Montevideo&#8217;s Old Town was the chosen venue for paying tribute to both groups of awardees. First off, founding members, current and former Board members and LACNIC&#8217;s Committee leaders received an ovation. Clearly, each of them had plenty to share and many a story for the audience, and they really went to great lengths to stick to their allowed 60-second time frame, at the risk of having a hatch open underneath their feet and falling into the net&hellip; not the Internet, but rather Montevideo&#8217;s sanitation &#8220;net&#8221;, as the MC said in jest.</p>
<p>Regardless of this, I do believe that, in a nutshell, the message that comes up in unison is that of focus, tenacity, collaboration, coordination and team work. On behalf of ICANN, and in my own capacity, I would like to express my admiration and respect.</p>
<p>Two people that are very close to our organization were also part of this group and were recognized for their job as drivers and enablers of LACNIC&#8217;s originating process. <em>Ray Plzak,</em> member of our Board, and formerly CEO of ARIN, North America&#8217;s Internet Registry, was instrumental in advancing the creation of a new regional registry.</p>
<p><em>Andrew McLaughlin, </em>ICANN staff member at the time, provided guidance in overcoming obstacles that stood in the way of LACNIC&#8217;s creation.</p>
<p>The second group of awardees received LACNIC&#8217;s Achievement Award, granted to those people contributing to the development of the Information Society within the region.</p>

<li>Valeria Betancourt (Ecuador). <em>Information and Communication Policy Program of the Association for the Advancement of Communication.</em></li>
<li>Luis Furlán (Guatemala). <em>Internet pioneer in Guatemala. Former Chairman of the Board at RedCLARA, Latin American Cooperation of Advanced Networks.</em></li>
<li>Marcos Galperín (Argentina). <em>Founder and CEO of Mercado Libre.com, one of the most successful private initiatives in Latin America and the Caribbean.</em></li>
<li>Demi Getschko (Brazil). <em>Internet pioneer in Brazil. Director of NIC.BR, the organization in charge of domain name management in Brazil.</em></li>
<li>Anthony Harris (Argentina). <em>Managing Director of the Argentine Internet Chamber (CABASE) and of the Latin American and Caribbean Internet and Electronic Commerce Federation.</em></li>
<li>Bernadette Lewis (Trinidad and Tobago). <em>Secretary General of the Caribbean Telecommunications Union (CTU), agency in charge of regional intergovernmental cooperation in the Caribbean.</em></li>
<li>Ben Petrazzini (Argentina). <em>Coordinator of the Inclusive Development Program for Canada&#8217;s International Development Research Centre.</em></li>
<li>Loretta Simon (Grenada). <em>ICT Director for the Government of Grenada. She plays a significant role in ICT, Information Society and Education issues in the Caribbean.</em></li>
<li>José Soriano (Peru). <em>Internet pioneer in Peru. A driving force behind the Peruvian Scientific Network, which spread the use of the Internet within the country.</em></li>
<li>Edmundo Vitale (Venezuela). <em>General Manager of the Latin American Networks Foundation and General Coordinator of the Workshops on Network Technologies for Latin America and the Caribbean.</em></li>
</ul>
<p>ICANN expresses its deepest appreciation of their efforts to develop the Internet.</p>
<p>As usual, LACNIC&#8217;s meeting was a success in itself. LACNIC 18 kicked off with the presence of many an Internet celebrity and the celebration of this tenth anniversary.</p>
<p>The agenda included <em>Steve Crocker</em>, Internet pioneer and Chairman of our Board, who delivered a truly inspirational master class on his involvement in the design of Internet fundamentals and underscored LACNIC&#8217;s solidity. <p>LACNIC -el Registro Regional de Internet para América Latina y el Caribe- llega a sus primeros 10 años, exhibiendo su solidez y develando a los próceres de Internet en la región.</p>
<p>Siempre se habla de que el éxito del Internet es resultado de la suma de esfuerzos de todos los que en los extremos de la red, desarrollan y explotan la información de las redes interconectadas entre sí. Esto es, sin duda, verdad y virtud de esta gran red. Sin embargo, detrás de esto existe una labor de coordinación técnica crucial para lograr que todo esto suceda. Desafortunadamente, pocas veces se reconoce esta importante labor.</p>
<p>Las recientes celebraciones de LACNIC, con motivo de su aniversario número diez, nos recuerdan que sin el esfuerzo (en algunas ocasiones incluso heroico) de personas y organizaciones, el Internet como lo entendemos hoy nunca hubiera sido posible.  Para un vistazo a los logros de LACNIC en esta década un link a este video:</p>

<p>Particularmente, en el contexto de América Latina y el Caribe, durante la reunión 18 de LACNIC se reconoció la labor de los que construyeron (y construyen) el registro de Internet para la región, así como, por segunda ocasión, de un grupo de destacados latinoamericanos y caribeños que han marcado la diferencia en el desarrollo de Internet.</p>
<p>En el marco de un majestuoso edificio en la Ciudad Vieja de Montevideo, se dieron cita estos dos grupos de homenajeados. En primer lugar, los fundadores, miembros del directorio (pasado y presente) y líderes de las comisiones de LACNIC, fueron uno a uno ovacionados. Se podía ver que cada uno de ellos tenía tantas cosas que compartir y anécdotas que contar con la audiencia, que en verdad hicieron un esfuerzo extraordinario para ceñirse a los 60 segundos que tenían asignados, a riesgo que de no hacerlo, se abriría una escotilla en el suelo y se irían por la red&hellip; pero no por la Internet, sino por la <em>red sanitaria de la Ciudad de Montevideo</em>, como apuntaba en tono de broma el maestro de ceremonias.</p>
<p>No obstante, creo que el mensaje unísono se puede resumir en enfoque, tesón, colaboración, coordinación y trabajo en equipo. En nombre de ICANN y del mío propio,  mis respetos y admiración.</p>
<p>Dentro de este grupo también figuraron dos personalidades, muy cercanas a nuestra organización, y que fueron también destacadas por su labor como impulsores y facilitadores del proceso de gestación de LACNIC. En primer lugar, miembro del nuestro directorio, <em>Ray Plzak,</em> quien fuera el Director Ejecutivo de ARIN, el Registro de Internet de Norte América, y que fue instrumental en avanzar en la creación de un nuevo registro regional.</p>
<p>En segundo lugar, <em>Andrew McLaughlin</em> quien en aquel entonces fuera parte del staff de ICANN y sirviera de guía para sortear obstáculos para concretar el surgimiento de LACNIC.</p>
<p>El segundo grupo de festejados fueron aquellos merecedores del Premio Trayectoria que otorga LACNIC a aquellas personalidades por su contribución al desarrollo de la Sociedad de la Información en la región.</p>

<p>Desde ICANN nuestro más profundo reconocimiento a su labor en el desarrollo de Internet.</p>
<p>La reunión de LACNIC en si misma, fue todo un éxito, como ya es costumbre. Dando cita a grandes personalidades del mundo de Internet inicia LACNIC 18 y la celebración de esta primera década.</p>

		<title>Latin America and the Caribbean: A Regional Strategy</title>

				<content:encoded><![CDATA[<p>The day finally arrived. October 17th, 2012. Community members from Latin America and the Caribbean met at the ICANN45 meeting in Toronto to discuss a strategic plan for the region.</p>
<p>For the first time ever, regional representatives from each constituency or stakeholder group got together to discuss a draft plan that was conceived during our last meeting in Prague.</p>
<p>At ICANN meetings outside of my region, I used to call informal gatherings with folks to talk about ICANN activities and their projects and initiatives. The concept of having a strategic plan that would help engagement and outreach arose during the ICANN meeting in Prague, when I introduced Fadi Chehadé, our then-incoming President and CEO, to my friends in the region.</p>
<p>Since that day, we have been discussing a draft document that was presented a couple of weeks ago. This document is the result of community input and consultation with all relevant stakeholders in Latin America and the Caribbean region. Useful input and guidance came from At-Large structures working in the LACRALO, Governments participating in the GAC, current and past Board Members, and leaders of regional organizations such as LACNIC, LACTLD and eCom LAC.</p>
<p>The draft document has identified 10 main objectives including developing and deploying DNS infrastructure in the region, incorporating themes of interest in ICANN agenda, expanding the role of SSAC in the region and tailoring a focused targeted fellowship program, among others. The tone of the objectives and lines of action are aimed at identifying projects and initiatives where ICANN can add value.</p>
<p>The plan acknowledges that there are many outstanding regional initiatives on its way and that ICANN should partner with leading organizations to help them become more successful. <a href="http://www.icann.org/en/news/press/kits/toronto45/video-lac-strategy-17oct12-en.htm">Hear some of the opening comments</a>.</p>
<p>During the last part of the session to discuss the way forward for this initiative, it was proposed to create a small steering committee to polish the draft document and pave the way towards implementation.</p>
<p>It was very heartening to have in the room, colleagues from the African group encouraging us as a region to continue with the good work. They have my deepest gratitude. Even though both regions have different needs and focus, I am sure we could find synergies and learning opportunities</p>
<p>This is just the beginning. We are all aware that there is the need of aligning and prioritizing objectives to serve the various realities in our region. Let’s work together. Our region deserves this joint effort.</p>
<p>I would like to thank all of the participants, those at Toronto and also all of those participating remotely. My gratitude to our CEO for addressing the regional community, board members, moderators, speakers and all of the community present at our meeting.</p>

				<content:encoded><![CDATA[<p>ICANN&#8217;s vice president and CSO, Jeff Moss, visited Moscow for the 3rd <a href="http://www.rigf.ru">Russian Internet Governance Forum</a>.</p>
<p>He was the keynote speaker at the Russian IGF, but the local organizers, the Russian Coordination Center for the .ru ccTLD decided to use him even more, and invited Jeff also to join a panel discussion on DDoS attacks, with <a href="http://rigf.ru/en/prog/bio.php?id=32">Natalia Kaspersky</a> and <a href="http://rigf.ru/en/prog/bio.php?id=31">Andrea Rigoni</a>.</p>
<p>At the panel, Jeff spoke after some other prominent panelist, who discussed the topic &#8220;Combat with cybercrime: cooperation and collective initiatives&#8221; – like Michel Moren, Acting Assistant Deputy Director, INTERPOL and Alexey Moshkov, Head of the Bureau for Special Technical Measures of Department &#8220;K&#8221; of the Ministry of Interior of Russian Federation, Police Major General. <p>After the panel was over, and without giving Jeff a break, the Minister of telecom and mass communications, I.O. Schegolev, invited Jeff to officially open the 23rd international exhibition SvyazExpoCom. Jeff was in a good company – besides the Russian minister, the other dignitaries, who spoke at the opening of the exhibition included Slovenian member of the cabinet <a href="http://www.zturk.com/">Ziga Turk</a>, ITU deputy Secretary-General <a href="http://www.itu.int/plenipotentiary/2006/newsroom/elections/bios/zhao/index.html">Houlin Zhao</a>, and the deputy-chairman of the Russian Chamber of Commerce <a href="http://ru.wikipedia.org/wiki/%D0%A1%D1%82%D1%80%D0%B0%D1%88%D0%BA%D0%BE,_%D0%92%D0%BB%D0%B0%D0%B4%D0%B8%D0%BC%D0%B8%D1%80_%D0%9F%D0%B5%D1%82%D1%80%D0%BE%D0%B2%D0%B8%D1%87">Vladimir Strashko</a>. Interesting moment, and hardly with equivalent, was that Jeff&#8217;s speech was translated by the deputy-minister of communications (sic!).</p>

<p>After the opening of the exhibition, Jeff was rushed back to the main plenary hall, where hundreds of people were patiently waiting to hear his keynote (video to be posted soon).</p>
<p>I won&#8217;t write here about the presentation, but will note that after it was over, we had a number of meetings, one after the other, until late at night, with people from across the Internet specter – from law-enforcement, through academia, through business and non-profit, and government representatives.</p>
<p>Here&#8217;s what the CEO of the Russian Coordination Center for the .ru ccTLD, Andrei Kolesnikov, wrote about Jeff&#8217;s presentation and interaction with the participants at the event:</p>
<p>&#8220;Having spoken with a number of our guests, including government representatives and professionals, I am pleased to let you know everyone cited your presentation as a candid and provocative account which helped raise awareness of critical challenges in the cybersecurity area and ways to address them.&#8221;</p>
<p>I can also confirm that this opinion was indeed shared by many.</p>
<p>The Russians now want Jeff to visit again, and not only for a one day stay, but to stay longer. Some are already asking if he could join, in 2013, the 16th <a href="http://www.rif.ru">Russian Internet Forum</a>, or the 20th Relarn Internet geeks boat cruise on the Volga river.</p>
<p>I am thinking, &#8220;Maybe I should recommend him to take part in both!&#8221;</p>

				<content:encoded><![CDATA[<p>Monday, 20 June, might go down in history books as the day the Internet changed dramatically.</p>
<p>That&#8217;s the day ICANN&#8217;s Board of Directors votes on whether to finalize the Applicant Guidebook, a document that explains how any established institution (such as a government, business, or non-profit organization) can apply to operate a generic top-level domain (gTLD) of its own choosing. If the Board approves the Guidebook as final, the clock starts ticking on a process that could lead to hundreds of new gTLDs by 2013. In addition to familiar TLDs such as .com, .org, and .net, Internet users could potentially see new domain name extensions made of almost any word, in any language.</p>
<p>New gTLDs are expected to introduce innovation, choice, and competition to Internet services. World press is already following the issue of new gTLDs with  great interest, generating coverage from <a href="http://www.reuters.com/article/2011/06/17/us-internet-names-idUSTRE75G49W20110617">Reuters</a>, <a href="http://www.usatoday.com/tech/news/2011-06-17-internet-address-not-coms_n.htm">Associated  Press</a>, <a href="http://www.npr.org/templates/story/story.php?storyId=137255766">National  Public Radio</a>, <a href="http://abcnews.go.com/Technology/wireStory?id=13870651">ABC News</a>, <a href="http://www.zdnetasia.com/councilor-us-power-over-icann-merely-moral-62300801.htm">ZDNet  Asia</a>, and other outlets.</p>
<p>But the future of top-level domains is not the only  substantive topic ICANN tackles this week.</p>
<h3>Hot Topics at ICANN 41</h3>
<p>ICANN&#8217;s vibrant volunteer community will consider many other  important issues between 19 &#8211; 24 June. A partial list includes:</p>
<p><strong>Internationalized Domain  Names (IDNs)</strong>. IDNs enable people who use languages based on scripts other  than ASCII (letters A – Z) to offer users domain names in non-ASCII characters.  (Example languages include Arabic, Chinese, Cyrillic, and many others.)  But some issues still need much more work.  For example, if you type in Arabic, a character that looks the same from one  keyboard to another may produce different technical code when typed, depending  on whether your keyboard was made in Iran or Pakistan. When the character is  used in a URL, the differing code can take you to a site you didn&#8217;t intend to  visit. These &ldquo;variants,&rdquo; and associated issues, are being dealt with so that  all users from all regions can reliably visit the sites they want. The  discussion continues on <a href="http://singapore41.icann.org/node/24495">Monday</a>.</p>
<p><strong>Inter-Registrar Transfers</strong>. Transfer-related issues are the number one area of  complaint according to data from ICANN Compliance. Should there be a process or  special provisions for the urgent return of a hijacked domain name? The GNSO  Council votes on the issue <a href="http://singapore41.icann.org/node/24585">Wednesday</a>. </p>
<p><strong>New gTLD Applicants  from Developing Countries</strong>. If the Board approves the process for creating  new gTLDs, developing countries may have a need for a new gTLD, but lack the  financial means to apply for and operate it. A working group comprised of  members from ICANN Supporting Organizations and Advisory Committees has been  considering how such groups might be funded if they apply for a TLD. The group  offers a report on <a href="http://singapore41.icann.org/node/24849">Thursday</a>. </p>
<p>These are just a few examples of dozens of topics that the  ICANN community will attempt to move forward during a week containing more than  120 panels, presentations, workshops and other sessions. <p>Il s&#8217;agit du jour où le Conseil d&#8217;administration de l&#8217;ICANN votera sur la question de la finalisation du guide de candidature, un document expliquant comment toute institution établie (telle qu&#8217;un gouvernement, une entreprise ou une organisation à but non lucratif) peut déposer sa candidature pour exploiter un domaine de premier niveau générique (gTLD) de son choix. Si le Conseil accepte le guide de candidature en tant que version finale, le compte à rebours d&#8217;un processus pouvant mener à des centaines de nouveaux gTLD d&#8217;ici 2013 se met en route. En plus de TLD connus tels que .com, .org et .net, les utilisateurs Internet pourront potentiellement observer l&#8217;apparition de nouvelles extensions de nom de domaine composées de n&#8217;importe quel mot dans n&#8217;importe quelle langue.</p>
<p>Les nouveaux gTLD devraient présenter de l&#8217;innovation, du choix et de la compétition auprès de services Internet. <p>Mais l&#8217;avenir des futurs domaines de premier niveau n&#8217;est pas le seul thème de fond abordé par l&#8217;ICANN cette semaine.</p>
<h3><strong>Sujets brûlants à l&#8217;ICANN 41</strong></h3>
<p>La communauté active de bénévoles de l&#8217;ICANN prendra en considération beaucoup d&#8217;autres questions importantes entre le 19 et le 24 juin. Une liste partielle comprend :</p>
<p><strong>Noms de domaines internationalisés (IDN)</strong>. Les IDN permettent aux utilisateurs dont la langue est basée sur des écritures autres qu’ASCII (les lettres de A à Z) afin de proposer des noms de domaines d&#8217;utilisateurs dans des caractères non-ASCII. (Exemples : Arabe, Chinois, Cyrillique etc&#8230;). Certaines de ces questions exigent toutefois encore beaucoup de travail. Par exemple, si vous tapez en Arabe, un caractère dont l&#8217;apparence est similaire d&#8217;un clavier à un autre peut produire un code technique différent lors de la frappe, selon qu&#8217;il s&#8217;agisse d&#8217;un clavier fait en Iran ou au Pakistan. Lorsqu&#8217;un caractère est utilisé dans une adresse URL, le code différent peut vous mener à un site que vous ne comptiez pas accéder. Ces « variantes » et tous les problèmes similaires sont actuellement en cours de traitement afin que les utilisateurs de toutes les régions du monde puissent accéder aux sites souhaités de manière fiable. Cette discussion continuera <a href="http://singapore41.icann.org/node/24495">lundi</a>.</p>
<p><strong>Transferts entre les bureaux d&#8217;enregistrement</strong>. Les problèmes relatifs aux transferts sont la première cause de plainte selon les données provenant d&#8217;ICANN Conformité. Devrait-il y avoir une procédure ou des provisions spéciales concernant le retour urgent d&#8217;un nom de domaine détourné ? Le Conseil GNSO votera sur cette question <a href="http://singapore41.icann.org/node/24585">mercredi</a>. </p>
<p><strong>Nouveaux candidats gTLD des pays en voix de développement</strong>. Si le Conseil approuve le processus de création de nouveaux gTLD, les pays en voix de développement auront peut être besoin d&#8217;un nouveau gTLD mais manqueront de ressources financières pour effectuer la candidature et opérer le gTLD. Un groupe de travail composé de membres d&#8217;organisations de soutien de l&#8217;ICANN et de comités consultatifs ont été chargés de prendre en considération comment ce type de groupes peuvent être financées s&#8217;ils font la demande d&#8217;un TLD. Le groupe avancera un rapport <a href="http://singapore41.icann.org/node/24849">jeudi</a>. </p>
<p>Ce ne sont là que quelques exemples des dizaines de questions que la communauté de l&#8217;ICANN tentera d&#8217;aborder et de faire avancer lors d&#8217;une semaine comprenant plus de 120 panneaux, présentations, ateliers et autres sessions. <p>Es el día en que la Junta directiva de ICANN vota para finalizar el Manual del postulante, un documento que explica cómo una institución establecida (como un organismo del gobierno, una empresa u una organización sin fines de lucro) se puede postular para operar un dominio genérico de primer nivel (gTLD) que ellos mismos elijan. Si la Junta directiva aprueba el Manual como definitivo, comienza a correr el tiempo de un proceso que podría conducir a cientos de gTLD nuevos para 2013. Además de los TLD conocidos como .com, .org y .net, los usuarios de Internet podrían ver nuevas extensiones de nombres de dominio con prácticamente cualquier palabra y en cualquier idioma.</p>
<p>Se espera que los nuevos gTLD aporten innovación, opciones y competencia para los servicios de Internet. La prensa mundial ya está siguiendo el hecho de los nuevos gTLD con gran interés, con coberturas realizadas por <a href="http://www.reuters.com/article/2011/06/17/us-internet-names-idUSTRE75G49W20110617">Reuters</a>, <a href="http://www.usatoday.com/tech/news/2011-06-17-internet-address-not-coms_n.htm">Associated Press</a>, <a href="http://www.npr.org/templates/story/story.php?storyId=137255766">National Public Radio</a>, <a href="http://abcnews.go.com/Technology/wireStory?id=13870651">ABC News</a>, <a href="http://www.zdnetasia.com/councilor-us-power-over-icann-merely-moral-62300801.htm">ZDNet Asia</a> y otras fuentes.</p>
<p>Pero el futuro de los dominios de primer nivel no es el único tema importante que aborda ICANN en estos días.</p>
<h3><strong>Temas candentes en ICANN 41</strong></h3>
<p>La vibrante comunidad de voluntarios de ICANN analizará muchos otros temas importantes entre el 19 y el 24 de junio. Una lista parcial comprende:</p>
<p><strong>Nombres de dominio internacionalizados (IDN)</strong>. Los IDN permiten que pueblos que utilizan idiomas basados en códigos que no sean ASCII (letras de la A a la Z) ofrezcan a los usuarios nombres de dominio con caracteres que no sean ASCII. (Por ejemplo, idiomas tales como Arábigo, Chino, Cirílico y muchos otros). Pero algunos asuntos todavía demandan mucho más trabajo. <p><strong>Transferencias entre registradores</strong>. Los asuntos relacionados con las transferencias son la principal área de reclamos según los datos recopilados por el departamento de Cumplimiento de ICANN. ¿Debe haber un proceso o cláusulas especiales para la inmediata restitución de un nombre de dominio robado?
