Congressional Hearing on ICANN

A Congressional Hearing is taking place in Washington this morning concerning ICANN and the conclusion of the Joint Project Agreement (JPA) that ICANN has with the US government.
President and CEO Paul Twomey is representing ICANN on a panel of six, in front of the Commerce Subcommittee on Communications, Technology, and the Internet.

There are two big issues that ICANN is constantly questioned about and judged by, and they are:

  • Security and stability
  • Accountability and Transparency

Last week, ICANN announced a whole security and stability plan [pdf] and opened up a public comment period on it. But that’s not what this blog post is about.

The thing that you didn’t realize was on the ICANN site (part 5) is actually the organization’s extensive response to the accountability and transparency question. It is called the “Accountability and Transparency Frameworks and Principles” and was approved well over a year ago by the Board, following no less than 16 months of community consultation (you can see the first public comment period back in October 2006 here).

2008 Annual Report published

Our Annual Report has been published, covering the organization’s achievements and progress during 2008.

The report includes information on the three major initiatives ICANN undertook last year (and continues with this year): the process for introducing new generic top-level domains (gTLDs) to the Internet; the introduction for the first time of internationalized domain names (IDNs); and an extensive Improving Institutional Confidence consultation, to enable the conclusion of the Joint Project Agreement (JPA) with the United States government in September 2009.

Reports from the chairs of ICANN’s Supporting Organization and Advisory Organizations are included alongside detailed rundowns of each department by the organization’s staff.

Les entreprises se préparent à la réunion de Paris

Vendredi dernier, dans les locaux du MEDEF avenue Bosquet à Paris, était organisée une séance de familiarisation avec l’ICANN. Au programme, des explications sur la structure de l’ICANN et le fonctionnement de ses réunions internationales. Ainsi l’agenda de la réunion de Paris a-t-il été détaillé pour permettre aux nombreux représentants d’entreprises présents (une cinquantaine d’entreprises étaient représentées) de mieux identifier les ateliers ou plénières les plus intéressants pour eux. Y a été expliqué le principe, nouveau pour la réunion de Paris, de rendez-vous “business” regroupant sous la bannière “Business Access Events” ces évènements destinés plus spécifiquement aux entreprises.

Les innovations et les points forts de Paris

Le format des réunions ICANN est en perpétuelle évolution. Parce que le nombre de participants est en forte croissance. Parce que les sujets à aborder et les publics à toucher ne sont pas toujours les mêmes. Enfin, parce que chaque réunion à ses propres contingences.

Ainsi, pour Paris, plusieurs nouveautés sont au programme. Les habitués remarqueront le planning raccourci d’un jour. Traditionnellement, les réunions se terminent le vendredi matin par la réunion du Conseil d’administration. Pour Paris, cette réunion a été avancée au jeudi. Une modification finalement assez complexe à mettre en œuvre, puisqu’il a fallu retravailler plusieurs éléments du planning et pas uniquement la réunion du Conseil. Le but de cette semaine raccourcie est de réduire les coûts, mais aussi de laisser aux participants le loisir de profiter de Paris au mois de juin s’ils le souhaitent.

Conclusion of JPA: CEO’s message

Hello. My name is Paul Twomey, and I’m the President and CEO of the Internet Corporation for Assigned Names and Numbers — or ICANN.

ICANN is an international, non-profit organization created in 1998 by the Internet community in response to a call from the United States government to coordinate a key part or what enables billions of computers and other devices worldwide to connect quickly and easily with one another and to share information between themselves.

ICANN опубликовала официальное заключение, касающееся Промежуточного обзора (Midterm Review). В этом документе содержатся итоги разработки соглашения JPA (Joint Partner Agreement), которое должно быть заключено между корпорацией и Министерством торговли США.

В опубликованном заключении (pdf) говорится о том, что окончательная версия JPA станет очередным шагом на пути к независимости ICANN и выводу системы доменных имен (DNS) из-под контроля Правительства США.

L’ICANN a besoin de vous !

Voilà un titre, j’en conviens, un peu tape-à-l’œil. Mais derrière l’aspect ostentatoire de cet appel, il y a une réalité. L’ICANN est actuellement engagé dans un processus de transition vers une prise de responsabilité complète sur la gestion des tâches qui lui sont confiées.

Depuis ses débuts, le travail de l’ICANN est suivi de près par le gouvernement américain. La progression de l’ICANN a été ponctuée par des accords successifs, appelés Memorandum Of Understanding (MOU) en anglais, avec ce gouvernement.

Do you believe in Transition?

This blog is one year old.

What better way to celebrate that fact than by telling you about ICANN’s latest report card. Usually you get a report card when you transition from one grade or semester to another. This report card is all about transition too.

When I say report card I’m being a little flippant because I’m referring to our submission to the mid term review of the Joint Project Agreement that ICANN signed with the United States Department of Commerce back in September 2006. The submission [pdf] is much more than a report card, although it does report on ICANN’s activities.

Annual Report 2007This year’s Annual Report, covering in detail ICANN’s achievements and progress over the past 12 months, has been released.

You can view it as a pdf here.

The report contains a full rundown of ICANN and its work, including information on its mission, values and structure; messages from retiring chairman Vint Cerf, incoming chair Peter Dengate Thrush, and president and CEO Paul Twomey; a section demonstrating progress on the completion of the Joint Project Agreement with the United States government; a run-through of this year’s international meetings, as well as the work carried out by the different supporting organisations and advisory committees; a section on ICANN’s Strategic Plan and Operating Plan; a section on ICANN’s different divisions; and finally the annual report from ICANN’s auditors and a glossary of terms.
