			<content:encoded><![CDATA[<p>Since signing <a href="http://www.icann.org/en/announcements/announcement-09apr08.htm" target=_blank>a Memorandum of Understanding</a> with the Institute for Information Security Issues (IISI) last year, the relationship between ICANN and Russia continues to strengthen. </p>
<p><a href="http://blog.icann.org/wp-content/uploads/2009/04/2-web-soldatov-twomey-sherstyuk-belokurov.jpg"><img src="http://blog.icann.org/wp-content/uploads/2009/04/2-web-soldatov-twomey-sherstyuk-belokurov-150x150.jpg" alt="Soldatov,Twomey,Sherstyuk,Belokurov" title="Russia-ICANN meeting, Garmisch" width="150" height="150" class="alignleft size-thumbnail wp-image-779" vspace="5" hspace="5"/></a>At a meeting in Garmisch, Germany, Russian high-level officials dedicated a whole day to relations with ICANN. The Third International <a href="http://www.iisi.msu.ru/ISforum/information/">Partnership Among State, Business Community and Civil Society in Ensuring Information Security</a> conference brought together about 120 people, among them Deputy Minister of Communications <a href="http://minkomsvjaz.ru/ministry/about/1447/3436/">Alexei A. Soldatov</a>, Head of Bureau K of the Ministry of Interior, Col. Gen. B.N.Miroshnikov, representatives from the Foreign Ministry, other governmental agencies, private companies, as well as the .ru ccTLD Coordination Center, represented by the newly appointed CEO Andrei Kolesnikov and Chairman of the Board Michael Yakushev.</p>
<p>The conference opened with speeches from <a href="http://www.iisi.msu.ru/management/director/">V.P.Sherstyuk</a>, head of the IISI, Professor V.Belokurov, Deputy Rector of the Moscow State University and Paul Twomey, ICANN&#8217;s President and CEO. </p>
<p>Twomey talked about the state of the Internet, ICANN&#8217;s role, and the future of the domain name system. There were also a number of well-attended and lively sessions dedicated to internationalization of the Internet governance model, and to DNS security. ICANN was represented by John Crain, Jaap Akkerhuis, and myself, Veni Markovski. </p>
<p><span id="more-777"></span>Paul Twomey had also face to face meetings with the Deputy Minister, and with .ru ccTLD where they discussed, among other things, the Fast Track for IDN ccTLDs and continuing to improve communication between ICANN and the Russian Internet community, government, and private business &#8211; noting that relations between Russian Federation and ICANN have improved tremendously in just a year (since the previous IISI conference). </p>
<p>There have been on average a dozen Russians participants in the ICANN meetings, including an observer to the GAC. The development of the IDN ccTLD have marked an increased interest within Russia towards ICANN. Only last month, Russia&#8217;s Minister of Telecommunications and Mass Media Igor Schegolev noted <a href="http://www.vedomosti.ru/newspaper/article.shtml?2009/03/25/187859">interview</a> that the government has a &#8220;positive dialog with ICANN&#8221; on the issue of IDN ccTLDs. </p>
<p>We look forward to seeing what we will have achieved by this time next year.</p>

<p>ICANN и Координационный центр домена RU (Администратор национального домена верхнего уровня .RU), начиная с 2007 года, проводят совместную работу, направленную на расширение представления российских интернет-пользователей о развитии Интернета и обеспечение возможностей для участия в этом процессе. </p>
<p>«Мы хотим быть уверены, что российское интернет-сообщество является частью глобального процесса определения дальнейшего пути развития Интернет&#8221; &#8211; сообщил Вени Марковский, представитель ICANN в России и странах СНГ. «Наша работа с Координационным центром домена RU является прямым доказательством успеха модели, используемой ICANN для разработки политик, которая построена на основе консенсуса и принятии решений, инициированных сообществом (bottom-up model). Участие Координационного центра в деятельности ICANN на разных уровнях высоко ценится». </p>
<p><span id="more-300"></span><!--break-->В рамках дальнейшей совместной работы ICANN и Координационный центр домена RU планируют сконцентрировать своё внимание на следующих областях:<br />
- Управление использованием Интернет – сотрудничество в области повышения уровня знаний участников процесса;<br />
- Обеспечение безопасности и стабильности системы DNS домена RU;<br />
- Дальнейшее развитие возможностей для участия российских интернет-пользователей в деятельности, процессах разработки политик и конференциях ICANN;<br />
- Продолжающаяся работа по интернационализации доменных имен, прежде всего, с символами кириллицы, в том числе, работа по поддержке тестирования IDN;<br />
- Совместное участие в Круглом столе, посвящённом актуальным для российского интернет-сообщества вопросам на Российском Интернет Форуме 2008 (http://2008.rif.ru).</p>
<p>«Основная задача &#8211; помочь российским пользователям познакомиться с тем, как устроен Интернет, поддержать их желание участвовать в различных мероприятиях, где они могут услышать мнение ключевых в сети Интернет фигур со всего мира», – прокомментировал Андрей Романов, Директор Координационного центра домена RU. «В нашей стране также огромное количество высоко-квалифицированных экспертов в различных областях знаний, которые способны внести свой вклад в деятельность ICANN сообщества. Кроме этого, мы рассчитываем, что ведущие мировые эксперты смогут поделиться своими опытом и знаниями, посещая форумы, конференции и семинары, которые проводятся здесь, у нас в России». </p>
<p>Сотрудничество ICANN и Координационного центра домена RU началось еще задолго до марта 2007 года, когда две организации <a href="http://www.icann.org/cctlds/ru/icann-ru-letters-25mar07.pdf">формализовали свои отношения</a>. С этого момента Вени Марковский принял участие в Российском Интернет Форуме <a href="http://2007.rif.ru">2007 года</a>, члены Правления и сотрудники ICANN провели ряд встреч с официальными представителями российского Интернет-сообщества, Координационный центр домена RU вошёл в состав ccNSO (country code Names Supporting Organisation), организации созданной из и для администраторов национальных доменов верхнего уровня с целью разработки политик и решения глобальных вопросов о порядке использования национальных доменов верхнего уровня (ccTLD) в рамках структуры ICANN. </p>

			<content:encoded><![CDATA[<p>There have been some reports in the past few days about possible &#8220;division&#8221; of the Internet in Russia, tied in with speculation that the forthcoming Cyrillic domain names will be used to grant the Russian government more control over its citizens. The source of this speculation appears to be an article published in UK newspaper <a href="http://www.guardian.co.uk/technology/2008/jan/03/internet.censorship" target="_blank">The Guardian</a>. That article was then reproduced in a number of Russian news articles, most of them quoting a direct translation published by <a href="http://www.securitylab.ru/news/311266.php" target="_blank">SecurityLab</a>.</p>
<p>There was another article, also published by several Russian sources and based on a <a href="http://info.nic.ru/st/66/out_1777.shtml" target="_blank">press-conference</a> given by the Russian country-code top-level domain administration (.ru ccTLDA). Right now ICANN is running tests on TLDs, including one in Russian &#8211; http://<a href="http://пример.испытание" target="_blank">пример.испытание</a> &#8211; and the article made clear that the desire of the Russian Internet community would be, if the tests are successful, to have a new IDN &#8211; .<strong>РФ</strong> (from Russian Federation, in Cyrillic).</p>
<p><!--break--><span id="more-263"></span><strong>Nice looking online</strong></p>
<p>The main advantage of the new Cyrillic TLDs is the possibility for people who use only Russian (or, for that sake, Bulgarian, Macedonian, Ukrainian, etc.) to have access to the Internet. Another feature of the new TLD is the possibility to register a &#8220;nice looking&#8221; name. Currently it is not that easy to register a short name in the Russian .ru zone, as all names are already taken &#8211; the number of registered domains have gone above one million.</p>
<p>The expectations are that the Cyrillic domains in the Russian domain space will be about 20 percent of the total number. Or, in other words, neither the Russian government, nor the Russian Internet community is trying to isolate Russia from the Internet, quite the contrary &#8211; the Cyrillic TLDs will give more opportunities of people from Russia, but also from all over the world, to have easier access to the content in Russian language. The same is true for all the other TLDs in different languages being tested right now. The aim of the <a href="http://idn.icann.org/" target="_blank">ICANN process</a> is to integrate, not fragment, as some of the news articles appear to suggest.</p>
<p>As the regional manager that covers Russia for ICANN, I know many of the Russian experts, specialists, businessmen in this area. That knowledge of the people at the forefront of this technology, plus the fact that there is a global Russian policy towards promoting the Russian language and culture, leads me to believe that the reports of a new Russian Internet that have appeared in the Western media are unlikely to prove to be anything more than an eye-catching headline.</p>
